Moscow claims civilians in the region controlled by Russian-backed separatists were killed by Ukrainian shelling. This is not the first time Russia has alleged ‘genocide’ and human rights violations in the conflict-ridden Donbass. However, the West has warned that Russia could use a ‘false flag’ operation to ‘justify’ an attack on Ukraine.
