The Ukrainian parliament’s commissioner for human rights rejected charges that Kyiv’s forces killed Russian POWs. Ukraine’s Attorney General, Andriy Kostin, said at least 8,300 civilians had been killed and more than 11,000 injured since the war started. Russian TV analyst, Zakhar Prilepin, claims that Moscow is not ready to launch new offensives in Ukraine. A Meduza report says several of Putin’s closest allies know Moscow has already lost “the real war” after their retreat from Kherson.
