Western officials also highlighted Kyiv’s advantage in terms of morale, unit cohesion, tactical acumen, and ability to improvise on the fly. For months Ukrainian officials have hinted that an attack in the south is imminent. A senior NATO official claims that Ukrainian attacks certainly impacted Russia’s ability to move north and south across the Dnieper river. US and Ukrainian officials reportedly said that Kyiv was initially considering a broader counteroffensive.
