The ‘First Responders’ NATO is urgently strengthening its northern flank against increasing Russian threats. At the forefront of this effort is the Joint Expeditionary Force (JEF), a military coalition led by the UK and made up of 10 northernmost members, including Nordic and Baltic states. The JEF is designed to be NATO’s ‘first responder’ unit, capable of moving quickly without needing the agreement of all 32 NATO nations.
